NAPM  

National Agency of Project Management (NAPM) is the government agency of the Republic of Uzbekistan, which has been established in accordance with the Decision of the President of the Republic of Uzbekistan no. 3150 “On the establishment of the National Agency of Project Management under the President” as of the 27th of July 2017. The Agency is entrusted with full authority over the major strategic projects of the republic; its main goals are to manage the national investment projects, to eradicate the corruption and to fulfill other tasks dedicated to the national economy development project driven by the President Shavkhat Mirziyoev.

The affiliated organizations of NAPM are:

Digital Trust


Digital Trust is the sovereign wealth fund of the Republic of Uzbekistan launched in accordance with the Decision of the President of the Republic of Uzbekistan no. 3832 “On the development of the Digital Economy transactions in the Republic of Uzbekistan” as of the third of July, 2017.

According to the presidential decision, the fund’s main tasks are:

  1. to introduce the blockchain technology and to increase the PPP(public-private partnership) in the digital economy development project by raising and managing the capital;
  2. to fulfill the major strategic projects towards stimulating the PPP in the digital economy development of the republic, such as securing the circulation of the crypto-assets and crypto-exchange activities, introduction of the blockchain technology, implementation of the HR training programs for aspiring experts of the field;
  3. to support the startups and their initiatives in the digital economic development sector, mostly the startup companies led by the young people, by introducing blockchain technology and setting up the crypto-assets circulation platform for them;
  4. to attract highly-qualified workforce from overseas and to stimulate the cooperation between Uzbekistan and the leading foreign/international institutions in crypto-assets circulation and blockchain technology fields

Mirzo Ulugbek Innovation Center

Mirzo Ulugbek Innovation Center

The Mirzo Ulugbek Innovation Center was established in accordance with the Decision of the President of the Republic of Uzbekistan No. UP-5099 from June 30, 2017 “On measures for cardinal improvement of conditions for development of information technologies industry in the Republic” and Resolution No. 631 of the Cabinet of Ministers of the Republic of Uzbekistan from 15 August 2017 “On measures to organize the activity of the Innovation Center for Support of Development and Implementation of Information Technologies “Mirzo Ulugbek Innovation Center”.

According to the presidential decision, the main activities of the Innovation Center are:

  1. Creation of necessary organizational, technical and financial-economic conditions for expanding interaction of economic entities and higher educational institutions in production and sale of information technology products on the domestic and foreign markets;
  2. Assistance to residents of the Innovation Center in attracting foreign investments for implementation of competitive ICT projects in the domestic and foreign markets;
  3. Participation in providing employment for graduates of higher educational institutions and professional colleges with specialization in information technologies, including by supporting gifted youth in implementing start-up projects;
  4. Organization of advanced training and retraining of personnel in the field of ICT through short and medium-term specialized courses, including with the invitation of foreign specialists;
  5. Support of beginning entrepreneurs in the implementation of innovative projects in the field of developing ICT products in perspective directions
